Toyota Aygo (2009) headlight adjustment fail

Just had my Toyota Aygo fail it's MOT (UK) for 'Headlamp aim too low offside front (adjuster not working)'

I've tried to adjust it manually with a screw driver but it just turns and doesn't move the headlight bulb up/down.

Will this require a replacement motor or a whole new headlight piece?

I've been quoted £300 for the repair which feels a bit steep for what feels like a minor headlight issue.
