How do I stop being so selective with who I interact with

I say selective as in:

If I know PersonA very well from an extracurricular, have a common interest, or we just generally click, then I'll hang out with them more and actually try to get to know them more.

If I barely know PersonB and we have barely ever interacted, don't have a common interest/they judge me for my interests, and we just don't get along at all for some reason, then I won't even try to hang out with them that much or at all

Best example of this:

There's a guy at my school who, despite being friendly towards me, I'm not receptive to it. He keeps thinking we are friends when I don't even know what his name is, nor have I even spent any time with him that wasn't class time in the past. Plus he's done something that I don't like several times. I hate being called by my first AND last name, especially in a casual setting. It's just something I've grown to hate.

However, my friend group on the other hand is full of people who I like being around and talk to on the daily.

How do I stop being so closed off/selective?
