My student dorm is absolutely filthy...what can I do?

I moved into a student dormitory of my city yesterday. It is a WG, but it was absolutely filthy. Upon entering the WG, you are greeted by the smell of public toilets from the guest WC. Then the apartment has spider webs and dust all around. The kitchen is a mess and stuff is scattered all across. The fridge...always the goddamn fridge, is absolutely nasty, covered with all sorts of gunk and filled with random groceries, not one shelf is clean enough to put your groceries in. The bathroom is also dirty with some dead cockroaches and a spider in the corner. I enter my room, it seems relatively clean but then I see two spiders hanging out in the corner. Only the floor and window seems clean, the drawers, bed shelves, table and cupboard still needed some wiping. The policy of the Studierendenwerk says they charge a total of 110€ when we move out for the final cleaning of the room. I don't know what they do with the 110€ but this level of filth is disgusting to see especially considering how I make sure my room is shining clean for the new tenant when I move out. I was so disappointed because I was tired from cleaning my previous room for the new tenant and then seeing that I would have to clean the new room more rigorously. What can I do? I complained about the spiders to the Hausmeister and they sent a guy to clean them out. He did but the apartment is gross that it's kind of unusable. I feel like there MUST be something I can do, to get them to clean the apartment. I don't know if the WG is still occupied by previous tenants or if everyone is a new tenant. But there are a total of 4 bedrooms, 1 Bathroom, 1 Guest WC and a kitchen. 2 are new tenants (including me), and I haven't seen or heard anyone from the other 2 rooms. Please help me!
