Technical question that's been bugging me for a while now

So, a while back I had a wild idea about camo patterns printed on quasi-futuristic smart fabric that could 1) change from one pattern to another (i.e. you press a button, turn a dial, etc. and the pattern shifts based on where you need to blend in) and 2) could shift as the wearer moves, to break up the wearer's outline, distract the eyes of observers, and so on.

My question for y'all is, do these ideas make sense? The first one is more of a given, since having the ability to "store" multiple patterns in one set of fatigues has obvious utility, but what about the second? Would it actually help to have patterns that warped/shifted/etc. as the wearer walked past a fixed background?
