Is exterior radar/ELINT blocked by the superstructure of the ship it's on?

I know that turrets and some of the radar have arcs that show its traverse/action limits. But I'm wondering if stuff like the Pinard ELINT, if placed behind an Axford's bridge, won't pick up anything in the direct front of it? I know its detection range is a hemisphere I just don't know if there are spots on a ship that can block the it.
