Something in the latest hotfix messed up Qing

Something in the latest hotfix messed up Qing aristocrats. Before the hotfix reinvestment from aristocrats used to be about 60-80k even on traditionalism and they were wealthy. Now they are much poorer and lose sol quickly, reinvestment is at about 12k. This means:

1. it is really easy to make landlords influential from powerful with recruiting just a few rural folks generals
2. you can build alot less construction sectors since almost no reinvestment
3. starting factories ( clothes, furniture) will be losing money quickly since no wealthy people to buy the product
4. they will actively lose wealth even more, so they radicalise.

I can not pinpoint what fix from the latest hotfix made this happen. Has anyone else noticed it and can answer what made this weird change? I know ot all happened after lateat hotfix since i play qing alot.
