When does this become a silent Coup?

I may be getting ahead of myself, but I started thinking about when what Steven Miller and Russel Vought are doing becomes a coup?

If Trump is mentally ill and not really aware of everything that is going on, and Miller is running everything, front-facing from the Oval Office and is becoming the face of the administration, and Vought is running everything behind the scenes, budget, personnel, etc, while the cabinet members seem to be taking directions from Miller and Vought. The VP seems to think he’s on a speaking tour or book tour and has more interest in being on a podcast, while the only cabinet member who is running his own show is RFK Jr. 

So, when does this become a silent, non-violent coup?
