Why can't me new Dracthyr use portals in stormwind?

I've been playing for a few years and have completed the entire Dragonflight campaign on a few other characters. I wanted to start grinding with some of my friends before so I created a new character. While waiting for them in Stormwind I thought I would hop over to Kalimdor and kill Onyxia super fast. But when I got to the portal room I only had access to Veldrakken. I did some research online and most people said to timewalk with Chromie to fix the problem, and while that does let me use the portals, I can't run raids while timewalking. I am not sure if this is a level problem (lvl 16 evoker) or if it is a client side problem.
