Is Jay theoretically the weakest of the Ninjas if they all got their powerups stacked on top of each other?

Should have probably asked this after I watched Season 3 Part 2 of Dragons Rising but thinking about it does Jay not have any unique power ups for him alone?

Lloyd is of course the strongest with Golden Power and with whatever the source dragon conduit stuff does. Nya going Ocean Mode is insanely strong. Zane can overload his powercore again ig. Cole can more easily do Spinjitzu burst cuz surrounded by earth is way More feasible than Lightning.

Though we have Kai who also doesn't really have a unique thing but he learned Rising Dragon which is stronger than when Jay did Shatterspin that one time.

So just wondering am I correct in assuming that Jay now Rogue would be the weakest? I'd love to hear some other justifications and such.
