Fear of Being outside in London as a teenage girl

Observation

No, am not antisocial or any of the sort. Am not talking about that kind of fear. As a 16 year old girl, i constantly feel dread to being outside due to the amount of negative interactions i’ve had. I don’t dress revealingly, nor in a way that makes me stand out. I don’t even wear short skirts or shorts outside to avoid bad attention. But even then, it feels like i have a neon sign on my head that makes older, unsettling men stare at me. I’ve had creepy guys keep smirking at me while am on the underground sat minding my own business, or at the bus, or while at the gym. I’ve had an instance this week where i was walking to my sixth form and a homeless old man (60-70 or so) started laughing very loudly in a suggestive way while keeping his eyes glued on my body and began to followed me for a good minute or so. No one was doing anything despite the man’s actions being very easy to spot as innapropriate and unwelcome. In Another instance i was walking home at around 3pm and a man blocked my path on the road and wouldn’t let me pass . Each way i moved he moved to block me so i had to cross the street. Does anyone else, specifically women, have these things happen to them aswell? Or is it just a one off and am unlucky?
