Anyone feel like batman should just let jarro mind control all his rogues?

It would help him so much if jarro just mind controlled all of batman's main rogues so he does not have to worry about them and still maintain his no kill rule. The only risk i can see is the joker possibly mentally messing with him and turning him against batman.
