How do I find resources for making packers?

As the title says.

My country only has 1 Packer maker which is just sad, and obviously they aren't a big company either, just an individual, so they can't make a lot of packers and have limited options. Other packers are imported from countries and they cost a ton for shipping as well as the possibility of having trouble getting through customs if it gets flagged as an adult product.

I'm hoping that maybe I can make packers and become another Packer provider for transmasc people in my country, widening the option and price range... but I have no idea where and/or how to start.

Does anyone know how to make packers or have any idea where I can look for resources for making packers?
