dual wielding with Nick property and hex

Hello please help me understand:

If i have a club in my main hand and a dagger in my off hand, and have both weapon masteries can i then:

1.: cast hex as BA

2.: basically attack with club and dagger and trigger hex two times, also apply slow from club?

and if i already hexed the target in an earlier turn, can i proc hex damage 3 times?
