Zero replayability for alt characters.

Game desperately needs a few changes regarding SDU's, map unlock progression before a level 30 character seems remotely interesting, massive oversight by gearbox to think players will want to replay all the same filler content to actually make a new character seem viable. Is this something that has been mentioned by the developers?
