Help: Service centre gave me a fake income certificate

I need some advice.

I recently applied for an income certificate through a state government–approved service centre in my area. They gave me the certificate, but when I tried to verify it on the official government website (where you can check authenticity by entering the certificate’s serial number), it showed someone else’s details instead of mine.

This means the service centre handed me a false/invalid certificate.

I want to take proper action but I’m not sure:

Where and how should I file a complaint?

Should I approach the Tehsildar / District Collector’s office, or is there an online grievance portal for this?

Is there a way to report the service centre itself for fraudulent activity?
