SELX Scam or Potential

So I came across this stock yesterday on the new 52 week lows

the info on it seems so sketchy, Robinhood makes it sound like 2 dudes working on lasers in a garage on a remote island. there really doesnt seem to be a lot of info on it. I might just be too new to the stock trading scene but what are your thoughts on this?

How do you go about evaluating a stock as a good buy or not starting more a brief glance at it?
