Why is everything so 'Excellent'?

I've been doing a rewatch of 80s who (From T. Baker's regen to the end of the McCoy era) and the one main thing that I've noticed is how it seems every villain thinks that things are 'excellent', whether it's the cyber leader or Davros, did JNT just love the word?
