Hiring managers, is it annoying if I message or email my interest?

There’s a job I’m super interested in. I saw a post for it a few months ago and planned to apply. Before I could, a recruiting firm actually reached out to me to see if I was interested in this job and I was. This was a Friday, and by the following Monday I was told that they decided not to review my application.

Then the posting closed. Now I see it’s open again, but this time I’d like to just apply directly and see what happens.

I realized that I have spoken to the hiring manager before, she had reached out on linked in about a year ago for a different position saying she was impressed with my experience.

Would it be annoying or weird if I messaged her expressing interest in this new position? I’m just trying to make myself a little more personable and stand out without bothering anybody.
