An action thriller book, about an ex navy-seal? (I think) and young psychic girl.

I'm fairly sure the book was reviewed by Lee Child, and basically the plot revolved around this ex-navy seal and this girl (Rachel I think her name was?) On the run from the organisation that created her. I remember there was a villain named Gaul also, who was some government agent.
