Work place problems

Location: Oregon

How do I deal with an HR lady who leaves work to get drunk, and has to take herself home sometimes for getting too wasted on lunch? The place I work for also has a lot of coworkers who's friends with the owners so they turn a blind eye to a lot of the bullshit. Our maintenance guys would leave to our nearest lodge on the clock, drink for a few hours, and come back to work on heavy machinery. We once had a forklifts breaks go out and almost crushed a coworker to death. The maintenance guy said "nobody told him" but we tell him about broken shit all the time and it never gets fixed. We have 2 golf carts to run parts, and we've been out of a cart for a year and a half now. He doesnt do anything, but gets away with it because hes best friends with the owners. I have a guy in my department who is dating our HR lady and he gets unlimited PTO. I swear he takes a week long vacation at least once every month, when the rest of us get 80 hours PTO. He told me he uses next years PTO, but when I asked my boss he said I wasnt allowed to do that when I ran out of my PTO? He also calls out quite a bit. But i got written up for calling out 5 times in 90 days, when a lot of people in other departments call out twice as much as I do. I called out due to illness or other health issues. Plus a lot of of machine shop guys go to the bars on their lunches before coming back to work on shit. We have a constant problem with having to "rework" stuff because it wasnt done well or right the first time. What the hell do I do. I've applied to 71 jobs and havent heard back from any, but the longer I'm here, the more I want to leave. I also don't want to leave this place knowing someone else might get injured due to our negligence behind this whole company.

Wrote this on my 10 minute break so I apologize if there's missing context
