HVAC guy doesn't want to bother with a permit

HVAC guy will call me back with a quote. Will give me a great deal but doesn't want to bother with a permit. I had a new furnace a friend sold but now I needed it installed. I called someone that was recommended to me but he doesn't want to bother with a permit. I told him it was important to me because we are selling the house I desperately need a bigger place. Should I push him for one or is this the sort of thing I can go out and get the permit myself and have them inspect it after he installs behind his back?
