is the perfect parry window really tight even on medium difficulty or is it just a skill issue?

Im currently rocking the armor that disables normal blocking and only lets me perfect parry with an increased window for perfect parries but even with the armor at max level which apparently gives a MAJOR increase in the perfect parry window i can still barely hit them especially in duels. I never had this much trouble with it in tsushima. do I just suck fr (and are there any tips for hitting the parries more consistently)
