Senate Bill 180 (Trans License Gender Marker Changes) Question

So will trans people be able to change the gender on their birth certificate now since it was decided that they can change the marker on their licenses? Or would that require a separate ruling? My research hasn’t been very fruitful. Thanks in advance.
