The hermit's friend quest

Hi, this my first time post anything. So I don't know how to ask this. But is anyone else's quest " The Hermit's friend" glitching out? I can't find the dude with the green "!" Above them when I complete it. I see it on the map, but when I go to location I don't see the person I'm trying to find.
