Just built my new PC and The RPM and Temps are rising?

Specs:

Ryzen 9 7900x
be quiet silent loop 3 360mm

This is quite new to me, but currently i am using Chrome for productive tasks but my cpu temp goes from 46-60+ temp (sometimes 70 celcius but I only notice that when I used web AI like chat) and my rpm is the following:

Cpu_fan 3000+rpm
system fan 1000+ (radiator)

I have a matx with no aio pump insert so, Im not sure if this is normal?
