infinite imperm

I have a question if someone very experienced can answer. I was at a tournament. My opponment plays a ritual card that has 2 effects. I imperm that card and then he says he chain links 3 with the same card to activate its second effect to negate my imperm. he calls the judge and the judge i dont think understood what was going on that I impermed the card. I googled it and it says imperm negates all effects on that card it doesn't matter how many it has. so can he do that? use the same card i just impermed that turn to activate its second effect?
