Other residents in my block of flats [in Scotland] are incapable of disposing of their rubbish/recycling correctly. How far can I escalate this?

Scotland

I live in a large new block of flats, which is rental only. Some residents are not using the waste disposal correctly, either putting cardboard etc. directly in the waste or vice versa. Stacking rubbish up outside the bins if they are full, which is likely going to make the bin collection people refuse to take the rubbish away.

The block managers have sent around numerous emails, and the set up is pretty clear. There are two separate rooms, next to each other, one with regular waste bins, one with mixed recycling.

I have a horrible feeling that this is going to be hard to resolve as it only takes 10% of residents to not bother to read emails from the landlords or just generally be selfish/misguided/stupid and the issue is just going to continue.

I'm also annoyed to be paying monthly rent and to frequently find I can't dispose of my waste because the bins are full (and often unnecessarily as people are shoving unfolded cardboard boxes into a general waste bin).

There is CCTV and the block management have said residents will be personally responsible for fines they incur through improper disposal. (I assume individually, and there is not some sort of collective responsibility here).

I'm conscious this might not be a legal issue at all. But it seems pointless to simply complain to the block managers as they are aware of the issue and trying to resolve it. And I feel I am certainly been deprived of some sort of reasonable expectation that I am paying rent and as part of that provision I will be physically able to dispose of my waste.
