Meeting new people in Artvin

Hey guys I've been living in Istanbul on and off about four years total and my Turkish is B1 level or so. Was wondering how you make new friends here as an expat. I was thinking it might be easier in Georgia because more people speak English there but idk. Any ideas are greatly appreciated. Thanks.
