Why are Zebre good now?

I heard their budget was slashed to only €5M, which is on par with the absolute poorest ProD2 clubs like Carcassonne. I know Italy has got a lot better at bringing through good players recently, but the fact they're able to compete at the top level is impressive.

Certainly they are far above the bottom table clubs like Leinster, winless so far.
