Info reuse foto

Hi, I live in Italy. I’d like to know if it’s possible to use the same photos when renewing a listing. Once, I uploaded a photo just as a test, and I immediately got a warning saying that I’m not allowed to do that or my account could be blocked. I find it strange, because my friend lives in Poland and she reuses the same photos all the time without any problems. Is it normal that the rules are different depending on the country?

Thank you!
