Ryzen 9950X3D Core Parking Difficulties

For the life of me i just can't get Core Parking working properly/consistently with my setup which is:

Rtx 5090

Ryzen 9950X3D

DDR5 64GB CL26

Msi Mpg X870E Edge Ti Wifi motherboard

Win 11 PRO

OS, Bios, Nvidia drivers, Chipset driver are all upto date

Power Plan Balanced, Gamebar enabled

Bios setting are: CPPC Enabled instead of Auto, Global C-Sate Enabled instead of Auto, i have also tried every combination within those two settings but nothing works.

I have tried several different Bios versions now and Core Parking is still remains an issue

The Problem i have is Core Parking is all over the place if say i turn on my PC to play a game the Core Parking might work showing in MSI Afterburner correctly but the same games Core Parking might not work correctly if i try to play it later on or voice versa and the ONLY Fix is if i have Resource Monitor open in the background then no matter what i play then the Cores are always Parked correctly.

So if you can help to to resolve this that would be Great as it is rather annoying ATM.
