Any thoughts on what this could mean for me and our new family.

I recently moved into a condo. Upstair neightbors are very noisy and I went up last week to let them know they were being to loud. Nothing has changed but I did wake up to an upside broom dug up in our shared front lawn. I'm trying not to take things personal but the noise level is still bad and we bought this condo. We are not going anywhere especially with a baby on the way. I'm thinking on a protective spell or banishing spell of my own? I have my brooms upside down in my closet. Digging it upside down in the front lawn seems like it's directed at us? Any insight?
