Is the white dragon close in intelligence to lex luthor?

I was rewatching peacemaker season 1 and and the room where the white dragon had his suit and peacemakers helmets was described as “another dimension” by Chris.

And in the new Superman movie creating another dimension was honestly the most impressive thing lex did in my opinion (we can disagree on this but I would still argue it’s close to it). And while lex’s was way bigger (at least on what was shown) the white dragon’s looked to be a lot more stable. He had a neat door that didn’t look like it could fall apart every time it was used and it was used as a clean well lit room unlike lex’s which would kill you if you took the wrong step.

I’m willing to give lex the benefit of the doubt since a dangerous dimension fits his vibes soo he may have just chosen to not clean it up.

Any thoughts on this?

(The title was literally just based on both of them having access to another dimension, I’m not dying on this hill just thought it could lead to a fun discussion)
