Is Baron Zemo good or nah?

I really like manipulation/commanding vibes and Baron Zemo fits it perfectly and is very cheeky about it, but before I go out of my way to get him I wanna know if he’s worth it. And yeah, I know it’s all about fun and what I like doing (I ain’t no professional believe me) but if he’s underwhelming I gotta know so I’m not disappointed. ALSO: does anyone know what his voice sounds like? I keep imagining him as Papyrus.
