Buying as is advice

Our area is extremely expensive and we’ve finally accepted we can’t buy a move in ready home. We’ve found a house that we can buy and fix up while we rent. It is listed as is and definitely needs TLC but not sure about major work. I’m a little lost on as is and wondering if anyone could just let me know what I need to know before pursuing and what to look out for. Am I correct in that I can still make an offer contingent on an inspection?
