NYC Marathon Pulaski Bridge

Does anyone know what time NYC Marathon runners start passing by the Pulaski Bridge and how long runners are usually going through GP?

Live right by it and want to plan cheering on all the runners with a few friends to invite. Also is the bridge closed off on the pedestrian side?
