Change Benefits EIB

Learned something new about loading insurance elections.. can't load future effective coverage unless the insurance coverage options are available effective today.

I was about to lose my shit trying to figure this out. I need to load life insurance elections for a group of newly acquired retirees effective 1/1. I created a new benefit plan effective 1/1/1900, but i reused the existing insurance coverage instance thats used on our other retiree life plan, and I edited effective 1/1 with the additional currency increment options.

The EIB would load without giving any errors, but the Coverage would be blank when reviewing the workers election history. It made no sense. If you did in the UI, it worked fine though, and of course doesn't let you submit an election without a coverage selection.

Edited the coverage effective 10/1 to add the new coverage options, and then the eib works. God damn i was spinning my wheels for so long before I tried that.
