Lost item while travelling found and finder wants to ship it back: scam or no?

Is this a scam?

Hi all, A family member was travelling in France and forgot their backpack on a bus that was headed out of the airport into town. After 30 mins, they realized it, and went to the bus depot and police to see if it had turned up. It hadn't.

About 3-4 days later, they were in Italy, and kept getting calls from someone. Eventually they picked up, and a person said they worked for the bus/tram (or with...not sure), and that they had this bag in possession. They mentioned that normally these bags are destroyed if not claimed, but since there were keys and medication, this employee took it upon themselves to find contact information to see if they could send it back. They said my family member could come get it from their address in the town (which they gave), or they could ship it. My family member was grateful and said they could ship it, and the finder said they'd look to see how much it would cost. They came back a day or two later and gave a price (70 euros) (reasonable ish) and a screen grab from chronopost. My family member said ok that sounds good, let me know the exact amount and I'll get it to you.

This is where my family member brought me into the story as I have experience in my line of work with scams. It sounded a little suspicious to me tbh, so I asked them to list what was in the bag. They had the right list of items, and even mentioned that if the other items weren't useful, that they could also just ship the keys in an envelop and that would be a lot cheaper. They have not been super quick with replies, and not pushy or weird spelling/issues in any way...hehe.

Up until saying this last thing, I was pretty convinced it's a scam (with 1% chance the guy is just nice). However... Him suggesting to just send the keys in an envelop feels like a bit of a curveball because that's a nice option where he'd actually get less money.

My gut says he might have the bag but maybe in France it's a common scam to "recover" "lost" items and try to get money from the owner? Has anyone heard of this? Am I just a skeptical jerk for nothing now??

Thanks!
