How do you deal with people occupying a library seat without using it

Sometimes I see people put their laptops or notebooks at a library seat without sitting there, especially the seat with monitor, which are limited in the IKB library. Normally I will wait for 15 minutes. If he or she doesn't show I will take the seats and remove his or her stuff. Is there any official guidelines on how to deal with this case?
