My sister was sexually harassed by her employer

Hi, a couple of weeks ago, my sister had to suddenly quit her job that she’s been working for a year. She works as personal care assistant through an agency and the client is totally physically disabled. Almost like Stephen Hawking, he runs some sort of IT Software business and has a wife and kids. I don’t know anything else about this guy except he needs care.

A month ago, our family cat died and she shared this with her client. (I’ll call him Steph). Steph took this opportunity to try to get my sister to open up more about herself. He made her fill out some sort of survey, the first few questions were harmless but then it got weird. Some questions were like “rate my body parts 1-10” or something like that. Again, he was asking her to rate some of his body parts and didn’t even elaborate. My sister thought it was about hygiene and how comfortable she is with assisting. One question in particular threw her off “what do you think of my 🍆”.

After finishing the survey, he then went over the answers and even shared his own answers to his own questions??? He made comments like “my favorite body part is my dick cus it’s the only thing that works”. He even talked about weird rape fantasies he has. Idk why, but my sister brushed it off. She used to work with mentally disabled clients who have been charged with sex related crimes. The next time she worked, he asked her about sponge baths and how he sometimes gets hard and can’t control it. My sister didn’t say anything. Then he asked if she could “help” him finish when something like that happens. My sister immediately confronted him then and there but he flipped it around as if SHE was the one who brought it up first. That was her last day there. Since then he blew up her phone and kept hounding her to comeback. He even got other staff to call her too. Two of her friends work for him cus she introduced them. He told her friends that they cannot work for him until they got my sister to get in contact with him.

My sister has reported this to the agency, but there’s not much that they can do since he’s in charge of hiring and firing his own employees. We’ve been contacting lawyers in our area hoping they will take her case on contingency. But no luck. Is it a good case? What should we do? She’s honestly so traumatized by the incident and hasn’t been working since
