Troubleshooting Air from Jets

Hi, I have a nice stream of air bubbles coming out of the jets. The water level in the pool is correct, and the skimmers are clear/empty.

The gasket on the pump strainer basket seems fine. Could it be these diverter valves (including that automated valve)?

How to troubleshoot?
