How hard is it for someone to use my name and address to sign up as a driver if I have an account myself?

I received an envelope from uber this week with some window decals and it seems to be an authorization decal for picking up passengers in a major city airport. I realize this sticker requires drivers to meet qualifications to get, like verifying their identity. I never signed up to be a driver, I do use uber regularly for rides and ubereats (although I haven't in about a month).

Could this just be a random mistake on their end? or could someone possibly in another city 2300 miles away is using my name and address to register themselves as a driver?
