Should I get a higher education?

I am getting an associate's degree in graphic design from a community college in the USA. Will this be enough to immigrate to Norway? Is the level of my education something employers will seriously consider, or is a strong portfolio enough? Should I pursue a higher education while I'm in the USA or should I get a higher education in Norway?
