Unable to load SEMod.asi

I've been playing the GOG version of Hard Truck 2 with SEMod 1.4 for several years with no problem, but after clean installing Windows 10, I keep getting the message "Unable to load SEMod.asi. Error: 126" Does any body know how to fix it?
