Upward Mobility

I work for the city and have been in my title for 2 years. I score within the top 10 on the promotional exam which should come out next year. The only thing is my work environment has been so emotionally and mentally draining. After taking the promotional exam, the drama started - I was bullied for 6 months and have 5 pending EEO cases … some against me and some against others.

I was offered a position with another city agency but I’m unsure if I’m making the right step by moving onto something new. Am I missing out if I leave my current position for this new position?
