Might have found a bug

I was completing the master of the shamisen quest and had to turn of the game and my ps5 right after I finished it and now when I play it says the quest is active and that I have to play the shamisen with master Heijiro but I can’t find him and the garden now has no idea people and no familiar locations even though it says it on the map
