Who has right of way?

4 way intersection with a traffic light. North is up on the map. Car A is traveling southbound on Woodbine and turns left on 184 with a green light (no green turn arrow). Car B is traveling northbound on Woodbine and turn right on to 184 with a green light. There is a small island for the Car B as shown. Who has right of way on a green for both cars? Does the island make a difference?
