Would adhesion promoter work before clearing polished aluminum wheels?

I'm refinishing some wheels and before I polish them, I want to know how if I can clear coat them. Is there an adhesion promoter that would work for mirror polished aluminum wheels? Sorry if this is a dumb question, but I really don't know what I'm doing. Any help or advice would be very appreciated.
