Why don’t they try this to mange the ICE situation?

In many cities when there is the possibility of protesters and counter protestors they city will set up the temporary barriers to keep safe distance from each group and the building location. As long as each group stays behind their barriers they can scream at each other but as long as nothing is thrown it reduces the potential for violence.
