Vladof licensed parts not exist?

I have been playing this game since launch, granted I work and can't no-life it. I am level 36 and still haven't comr across a single gun with Vladof-licensed parts. I look at every single gun that drops. At this point I feel like I have seen enough to declare they don't exist. Can anyone tell me otherwise?
